Feasibility Study Report is used to get approved from China government for foreign investment incorporation project. Investor has to check out if this projectis of feasibility 
or not before setting it up, so does China government. That's why China government needs this Feasibility Study Report. 
For example,investor wants to set up a WFOE (Wholly Foreign Owned Enterprise) or Factory, so he has to make a study report on economic activity, technique, production, 
supply, marketing, law, and social environments etc. Confirm advantage and disadvantage of this project, estimate the possibility of this project, and calculate the benefits 
of this project. Normally this report is just a material handing in to Authority or Government to get approved for projects, such as Incorporation, Loans, or Purchasing Lands 
in China.
