The mill workers used to want something fast to eat. A vendor created this dish using parts of other dishes. Roti or rice was replaced with pav and the curries that usually go with Indian bread/rice were amalgamated into a spicy concoction-the 'bhaji'. And the Pav-Bhaji was made.
