Voltage is only to show battery’s basic parameters.

Voltage check, because Conductance is reflection to internal
parameters of battery with high precision worldwide.
Regarding the conclusion about Conductance and Capacity: when
battery conductance is lower than *5% of Initial Value ( basic
value) ,battery cann’t be the test of Capacity. When battery
conductance is lower than *0% of Initial Value ( basic value),
battery capacity will be lower *0% of rated capacity.
