NEW APPLICATION FOR AQSIQ

The General Administration of Quality Supervision, Inspection and Quarantine of the People\'s Republic of China, requires all companies who wish to export scrap materials into China to obtain a AQSIQ license. The AQSIQ is required for the following scrap materials:

  • Scrap metals
  • Ferrous materials (iron, steel, etc)
  • Non-Ferrous materials (aluminum, copper, brass, stainless steel, lead, tin, zinc etc)
  • Scrap Paper
  • Scrap Plastics
  • Scrap Electronics (PCs, circuit boards, electrical components, etc)
  • Scrap Textiles
The required documents you will need to apply for an AQSIQ license include:
  1. Filled out application (we will provide the forms to you)
  2. Business registration and tax documents
  3. Introduction of your organization, detailing departments and job responsibilities
  4. Site plan of your business displaying size of location, including at least eight (8) pictures or video displaying your business location.
  5. A color copy of your ISO ***1 Certificate or RIOS certification (one of these is a pre-requisite for applying for the AQSIQ. We provide ISO ***1 certification services if needed)

Please note: Text materials submitted must be in Chinese. In order to submit your application to the Chinese AQSIQ Department, we will need your company registration and tax documents to be notarized.

The Process:

  1. We will provide you with all the forms required
  2. You will provide us with all the necessary documents listed above, along with the completed application form
  3. We will compile the information and prepare the application package
  4. We will send you the paperwork so you can notarize and submit it
AQSIQ RENEWALS

According to proclamation *8 any company whose AQSIQ certificate expires at the end of the year must apply for a renewal at least 6 months in advance of expiration date.

The Chinese AQSIQ Department will accept AQSIQ Renewal applications since July 1st, ***4.

The required documents you will need to renew your AQSIQ license include:

  1. The username and password in electronic system from China AQSIQ Dept.
  2. CCIC certificates (Pre-shipment inspection certificates for waste scrap materials; at least one for each kind for the past 3 years.
  3. Notarized business & tax registration documents as well as the translation.
  4. More than *0 photos which can fully display the office and processing yard (if any).
  5. The floor plan marked with size and unit of the office and processing yard (if any).
  6. Color copy of AQSIQ certificate
ADDING ITEMS TO YOUR AQSIQ CERTIFICATION

If your company is interested in adding categories to your current AQSIQ license (ex. currently under the Scrap Metals category, but wish to export Scrap Plastics), we can help you add specific categories to your existing license.

ISO***1 APPLICATION (Required before getting AQSIQ)

In order to apply for an AQSIQ license, you will first need to get your ISO***1 license. Getting your ISO***1 is a fairly simple and quick process and we can provide this service for you.

Documents needed for ISO application include:
  1. Business registration documents
  2. Fill out an application form
  3. Describe your companys organization (manager, purchasing department, inspection department, administration department etc).

After you get your ISO***1 license, we can then start your AQSIQ application.

Documents needed for AQSIQ application include:
  1. Notarized business & tax registration documents
  2. Pictures of your company (at least 8)
  3. Fill out an application form

    Q:   What types of companies need to apply for AQSIQ Certificate?
    A:   Companies abroad which intend to export scrap materials to China.

    Q:   What kind of materials belongs to the scrap materials category?
    A:   Metal scrap, mixed metal scrap including transformer, e-motor, cables, wires, waste papers, waste plastics, waste textile etc.

    Q:   What types of companies are qualified to apply for AQSIQ Certificate?
    A:   A registered company having company registration and tax related documents, with a physical address, along with employees, are qualified to apply for AQSIQ Certificate.

    Q:   What should I do if I lost the original AQSIQ Certificate?
    A:   AQSIQ holder should make a written statement for the lost AQSIQ Certificate and apply for re-issue.

    Q:   If our AQSIQ Certificate has expired or failed to renew, can we re-apply?
    A:   Yes, you can re-apply as per the regulations of China AQSIQ Department.

    Q:   What kinds of documents should we submit if we want to apply for AQSIQ Certificate, and how?
    A:  

  5. Registration application form generated and printed from Electronic Monitoring System for Inspection and Quarantine of Imported Waste Raw Materials
  6. Tax registration documents upon notarization, and business registration documents, if any, should also be provided upon notarization.
  7. Introductions of organizations, departments and job responsibilities
  8. Plane chart of fixed place of business with clear sizes, and plane chart of processing site, if any, as well as the true and complete video documents of the above sites or over 8 photos displaying the above sites
  9. The color copy of authentication certificate of ISO ***1 Quality Management System or RIOS System and relevant work instruction documents. Text materials submitted shall be in Chinese or in the bilingual version between Chinese and foreign language, which have to be submitted to China AQISQ Department with originals
